But the daily list of arrests and the visual evidence in Gibraltar shows that the sale of cigarettes is as brisk as ever.

Photos taken earlier this month show groups of people gathering to hand out cigarettes and exchange cash on the Gibraltar side of the border.

This is an organised business. One person buys the cigarettes and distributes them among the others in the group.

Spanish law allows one carton per person per day, but if ID details are not logged, then there is nothing to stop people making multiple trips."
